Captain Richard Leeman McClanahan, Sr. (Rich), a 27 year Law Enforcement veteran, began his law enforcement career in 1987 at Tyndall AFB, Florida. He was born in Miami, Florida and grew up in Chattahoochee, a small town in northern Florida. He served seven years in the United States Air Force, Security Police Squadron, Law Enforcement; serving five years locally at Tyndall Air Force Base with the 325th Security Police Squadron (ACC/TAC), one year on Town Patrol with the 51st Fighter Wing at Osan Air B ase (PACAF), Republic of Korea, and one year with the 652nd Security Police Squadron (AFMC), assigned to the Air Force Office of Special Investigations Joint Drug Enforcement Team (AFOSI/JDET) at McClellan Air Force Base in Sacramento, California. He joined the Panama City Beach Police Department as an auxiliary officer in 1994, and received his Criminal Justice Certification from Gulf Coast Community College during this time.
In July 1995, he became a full time Police Officer in the Uniform Patrol Division. While in Patrol, Captain McClanahan was promoted to the rank of Corporal in January 1998 and served as a Field Training Officer and a K-9 Handler/Coordinator.
In November 2000, he was promoted to the rank of Sergeant and served as the Assistant Watch Commander. In February 2012 he was promoted to the rank of Lieutenant where he served as the Department’s Grant Administrator.
In July 2014, he was promoted to the rank of Captain and assumed duties as the Administration Division Commander. He is charged with supervising the department’s Communications Division, Risk Management, Grants, Network Engineer, and the civilian employees of the department. He is also the Department’s Grants Administrator.
Captain McClanahan has served in numerous areas of law enforcement to include, Field Training Officer, K-9 Handler and Coordinator, Special Weapons and Tactics, Dive Unit, Motor Unit, Honor Guard, and Marine Unit. He is also a Master Mason and a member of the Shaddai Shrine Temple.
