Effective July 1, 2017 - The Fifth Edition of the Florida Building Code (FBC) requires blower door testing for all residential dwelling units. This would include single family houses, town houses, duplexes, and each condominium and apartment unit where the building is three stories or less. The Energy Code requires that the ACH (air changes per hour) be seven (7) or less. Mechanical ventilation is required if the blower door test has a result of less than three (3) ACH.
Where can I place my trash can for pick-up if I live along Front Beach Road or Oleander Drive?
If you live along these two streets your trash containers are no longer permitted to be visible to pedestrians standing within the right-of-way. Please click here to view Ordinance 1316 pertaining to the proper placement location of trash containers along these two streets.
Do I need a sign permit, and if so what are the requirements?

When is it necessary to file for a Notice of Commencement (NOC)?
When a project valuation exceeds an amount of $2500.00 one must file for a NOC. Please click here for information on the requirements for filing a NOC.
How long are permits valid?
Permits are valid for 180 days (6 months) from each approved inspection.
When do I call in to request an inspection on my project?
Inspections should be called in one day before for next day inspections; messages can be left on building department voicemail up until 7:30 am day of inspections. Please have permit number, address of project and contact name and numbers available at time of scheduling of inspections.
Can an property owner/builder act as a contractor and pull their own permits?
Yes, per Florida Statutes 489.1037(7)(d); Owners of property when acting as their own contractor and providing direct, onsite supervision themselves of all work not performed by licensed contractors. When building or improving farm outbuildings or one-family or two-family residences on such property for the occupancy or use of such owners and not offered for sale or lease, or building or improving commercial buildings, at a cost not to exceed $75,000, on such property for the occupancy or use of such owners and not offered for sale or lease. In an action brought under this part, proof of the sale or lease, or offering for sale or lease, of any such structure by the owner-builder within 1 year after completion of same creates a presumption that the construction was undertaken for purposes of sale or lease.
What is a PRIORITY call that will receive immediate response from Animal Control?
Priority One Responses: A stray/owned dogs that have bitten, attacked, or are actually threatening humans and are still roaming the area uncontrolled. Animal cruelty related calls pertaining to animal(s) currently in serious distress. Request for assistance from law enforcement agencies.
Priority Two Responses:Calls received pertaining to injured dogs or cats. Animal cruelty related calls pertaining to animal(s) in danger of escalating to a Priority One response.
What is a PRIORITY call that will receive a response during regular business hours of the Animal Control office.
Priority Three Response: Calls pertaining to stray dogs or cats, that have been contained, confined, tied or held in humane trapping cages. All other calls pertaining to animal cruelty, abuse or neglect.
Priority Four Response: Calls pertaining to stray dogs or cats roaming freely.
Priority Five Responses: Calls pertaining to code violations involving privately owned animals.
Priority Six Responses: Calls pertaining to request for setting trapping cages, from the public. Investigation involving stray livestock, held or trespassing on private property.
Priority Seven Responses: Calls pertaining to request for removal of dead dogs or cats on city roadways.
Is there a leash law in the City limits?
Yes, there is a leash law in the City limits. The restraint means being secured by a leash or lead, cord, chain, fence, building or other enclosure so that such animal does not leave the property of the owner.
Does my home, condo unit, or business require turtle lighting?
If your home, condominium unit, or business is located south of Front Beach Road it requires turtle lighting fixtures. Please go to www.MYFWC.com for more information.
How can I find out if Animal Control picked up my pet?
Rodent problems are best handled by professional pest control companies.
We have a feral cat problem in our neighborhood, what can I do?
The City Code Enforcement office may loan you a trap to catch the feral cats. Once a cat(s) has been trapped contact Bay County Animal Control Office for pick up during normal working hours
What can I do with a trapped raccoon?
Please contact Florida Fish & Wildlife at 800-404-3922 for proper handling of the raccoon.
How many flags or banners are allowed to be displayed in front of a business?
A business may display three (3) flags of these two sizes, (5x5 or 4x8). One banner measuring 32 square feet. A banner must obtain a banner permit in the amount of ten ($10.00) dollars through the Building Department.
Where are the permiited Doggie Dining establishments?
The approved and permitted Doggie Dining restaurants within the city limits are HOOK'D Pier Bar & Grill, Pier Park Outdoor Dining Area, The Brass Tap and Salty Sue's Restaurant Bar & Grill. Where can I take my dog to play and exercise?
There are three locations within the city limits, Aaron Bessant Park, Frank Brown Park, and the west side of the City Pier at Pier Park.
What can I do about my neighbor's tree limb(s) hanging over my fence?
There are no regulations restricting the spread of trees over property lines. Such matters usually must be addressed between the affected neighbors.
What can be done about my neighbor parking their vehicle and watercraft near the street?
Parking in the right-of-way is not prohibited unless posted with a sign from the applicable governmental agency or the vehicle is positioned such that public safety is compromised.
Can my neighbor have an old vehicle stored in their driveway?
Vehicles and any other machinery that remains outside must be in good, safe, and usable condition. Vehicles must have a current tag on the vehicle.
What can be done about my neighbor's overflowing trash can?
Property owners are required to keep their properties free of litter and may only leave their trash can at the street on the day of the service.
Is it a violation for my neighbor to store assorted materials outside of their home?
It is a violation to accumulate rubbish, trash, junk, or other abandoned materials, metal, lumber or things outside of a home.
Is my neighbor's grass too high?
A violation occurs once grass exceeds twelve (12) inches in height on improved lots or eighteen (18) inches on unimproved lots.
